The environmental plan is not ready yet

The mayor and aldermen will make a decision on the Leeuwarden-Buitengebied Zuid environmental plan in the first months of 2024. Then you can give your opinion about it. That’s called having your say. The municipal council will then make a decision on the environmental plan.

Preliminary environment plan

There is already a provisional environmental plan for Leeuwarden-Buitengebied Zuid. This is called a preliminary environment plan. The preliminary environment plan was intended enter into a dialogue with residents and stakeholders. What is good and what could be better?
In 2021, the municipal council adopted the Leeuwarden-Buitengebied Zuid Pre-environmental Plan.

Environmental impact assessment (EIA)

The next step towards the Leeuwarden Buitengebied Zuid Environment Plan is the drafting of the OER. This is a detailed version of the ‘Environmental Impact Assessment (EIA)’.
The EIA forms the basis for the final Environment Plan. Together with the preliminary environment plan and the Note on building blocks for the Leeuwarden Buitengebied Zuid Environment Plan.

Scope and Detail Level memorandum (NRD)

The NRD explains what will and will not be reviewed in the EIA. The NRD thus defines the ‘scope’ of the EIA.
It also explains how the research for the OER is conducted. That is how an NRD determines the ‘level of detail’ of the EIA.

Why an NRD?

The City of Leeuwarden opts for an EIA rather than an environmental impact report. This is because of the content of the Environment Plan. It contains more information than a zoning plan. It also explores how health, liveability, socio-economic and agricultural impact can be incorporated into the EIA.

What has been done so far?

March 2023

The Environmental Impact Assessment Committee has issued an opinion on the interim results of the Environmental Impact Report (EIR). In the opinion, the Committee responds to the study and makes a number of recommendations.

December 2022

A dialogue session for farmers in the peatland area of the Grouster Leechlân was held on 7 December 2022.

They were shown the first results of the NRD study. They were able to respond to the initial conclusions and give input on how they see the future of their farming business.

September 2021

February 2021

Residents and stakeholders were able to comment on the preliminary environment plan. The preliminary environment plan was amended in response.

June 2021

The ‘Draft Environment Plan Leeuwarden-Buitengebied Zuid’ was adopted on 15 June 2021. The Council proposal incorporates the wishes and concerns of the municipal council.

September 2018

Work on the Pre-environmental Plan has been carried out together with residents, entrepreneurs and (civil society) organisations in Buitengebied Zuid. This was done during ‘Ruimte voor Romte’ workshop studios. What has been discussed here can be found in the ‘Working Studio’ Report on September 13, 18, 20, 2018.

May 2018

Using the information from dialogue sessions in 2017, a Guidance Document May 2018 was drawn up and adopted.

June to October 2017

The local authority and residents, business owners and stakeholders have held several discussions about the ‘Leeuwarden-Buitengebied Zuid Environment Plan’.

April 2017

The Start Document 2017 (PDF, 2.25 MB) gave the green light to engage with residents, entrepreneurs and stakeholders of Leeuwarden-Buitengebied Zuid. About what is important in their (living) environment.
