What is an Environment Plan

The Environment Plan sets out all the rules for the environment where we live and work. This includes rules on construction, building and land use, nature, water and the environment. The plan sets out what is permitted in a location and what is not. For example, if you want to build or renovate, expand a company or use land for a different purpose. The Environment Plan applies to everyone.

What is Buitengebied Zuid

The Buitengebied Zuid area of the City of Leeuwarden is the first area for which a new environment plan will be drawn up. It lies to the south of Leeuwarden and has meadows, farms, small hamlets and villages. The villages of Grou, Jirnsum and Wergea are not included.

What has been done

Together with residents, entrepreneurs and organisations from the area, agreements were made for the new Buitengebied Zuid Environment Plan. These are laid out in the preliminary environmental plan. (opens in new tab). The City Council approved this plan in June 2021.

After this, organisations and the City Council issued their response, adding their wishes and comments. These are laid down in the Memorandum on the Building Blocks for the Draft Environment Plan (opens in new tab).

Where we are now

We have started work on the Environment Plan for the Buitengebied Zuid area early. Since the preliminary environment plan was approved in 2021, we have collected a lot of information and further elaborated the plan. We now have an accurate picture of the topics and rules that must be included in the Environment Plan.

An elaborate plan is now ready. However, the plan must be made simpler in practice. We want everyone to be able to quickly and clearly find which rules apply in a specific area. For example, this could be done with a digital map. On this map, you would be able to click on a location and immediately see the applicable rules. That is what we are currently working on.

What will happen next

We are taking our time to make the environment plan clear and easy to understand. Once the plan is sufficiently clear, people will be able to view it and respond to it. At that time, we will organise information sessions to that end. We will put a notice on our website to inform people when the time comes.

Until that time, the current rules (opens in new tab) will continue to apply. Applications and plans will be processed according to the currently applicable rules.

Environmental impact assessment (EIA)

We have also looked into what the new plan will mean for the surrounding area. For example, for the environment (such as odour, nitrogen, air and nature), health, the economy and agriculture.

The outcomes of this research can be found in the Environmental Impact Assessment (EIA). This helps the local authority make choices for the Environment Plan. The Scope and Detail Level Memorandum (NRD) (opens in new tab) sets out exactly what we are researching.
