Download and complete the Application for a disabled parking card (PDF, 57.97 KB) (opens in new tab). Send the form by post to the City of Leeuwarden. You can also hand it in at the Town Hall. Enclose a recent passport photo. Write your name and date of birth on the back.

Types of disabled parking cards

Driver’s card

Apply for this card if you have a disability and drive your car yourself. You cannot walk further than 100 metres. The parking card is issued specifically for you. This means that only you may use the card. You can use the card in any vehicle.

Passenger’s card

You can apply for this card if you always need someone to both guide and drive you because of your disability. You are unable to travel independently and cannot be dropped of at the entrance while the driver finds somewhere to park the car. You cannot walk further than 100 metres. The passenger’s card is issued specifically for you. This means that only you may use the card. You can use the card in any vehicle you are riding along in.

Institutions card

This card is intended for institutions registered under the Exceptional Medical Expenses Act (AWBZ) that transport residents. That enables these institutions to transport groups of people. That means that the institution does not have to apply for a card for each resident separately.

Loss or theft of the disabled parking card

Have you lost your disabled parking card or has it been stolen? Download and complete the Loss of Disabled Parking Card Notification (PDF, 553.01 KB) (opens in new tab). Take the notification to the Town Hall in person. Bring your ID and a recent passport photo. Write your name and date of birth on the back.

Where are you allowed to park with the card?

You are allowed to park in many places in the City of Leeuwarden. Some rules do apply:

  • Your disabled parking card must always be clearly visible.
  • You are not allowed to park on the pavement or on bicycle paths.
  • When parking, you must not obstruct other road users.
  • Parking is free. You must pay when using a parking garage.

Disabled parking spaces

  • If a number plate is specified that is not yours, you may not use that parking space.
  • You may only use that parking space if your vehicle matches what is specified on the sign.

Blue zone (disc parking zone)

  • You may park inside or outside the parking spaces.
  • You can park your car here all day.
  • You do not need to use a parking disc.

Home zone

  • If you have a driver’s card, you may park inside or outside the parking spaces.
  • If you have a passenger’s card, you must park inside the parking spaces.

Parking ban and parking ban zone

  • If you have a driver’s card, you may park inside or outside the parking spaces.
  • If you have a passenger’s card, you must park inside the parking spaces.
  • You can park here for a maximum of 3 hours during the day.
  • After 6pm, you can park here for a maximum of 5 hours.
  • Use a parking disc.

Parking spaces for permit holders

  • You are not allowed to park here with your disabled parking card.

Your disabled parking card is valid in many European countries. However, you must follow the rules (opens in new tab) that apply to the country where you park.

Low-traffic city centre entry exemption

Do you live in the low-traffic city centre (PDF, 2.28 MB) (opens in new tab) or do you need to go there? If so, in addition to a parking permit and disabled parking card and/or disabled parking space, you will need an entry exemption. Charges

  • Processing of the application for a disabled parking card costs €97.94. These costs are for a new application, but also an extension. The charge is also made if your application is turned down. You will be sent an invoice for this amount.
  • The disabled parking card costs €48.90. This charge is payable when you collect the card at the Town Hall.
  • Processing of the application for a disabled parking space costs €123.64. A charge is always made for applying for a disabled parking card. Even if the parking space is not granted. You will be sent an invoice for this amount.
  • The creation of disabled parking spaces is provided for under the Social Support Act (Wmo). You do not pay a personal contribution for this facility under the Wmo.
