Submitting an opinion
An opinion is a viewpoint on a proposed decision, plan or spatial plan of the local authority. In some cases, the local authority does not take an immediate decision, but first puts forward a proposed decision. In an opinion you describe which points you agree or disagree with and why. The local authority may take these points into account in the final decision.
Submitting an opinion
Submit your opinion no later than 14 days before the end of the inspection period. Your request must have been submitted within the deadline set for this purpose. This is usually 6 weeks, unless a different period has been indicated.
In writing
Your letter must state:
- the proposed plan or decision on which you are submitting an opinion;
- the file number of the proposed plan or decision;
- the reason why you are submitting an opinion;
- the date;
- your name and address;
- your signature.
If someone else submits an opinion on your behalf, they must enclose a written authorisation that you have signed.
Send your letter to the person who made the decision. That could be the Municipal Executive (college van burgemeester en wethouders) or the local council (gemeenteraad).

Inspecting the intention to award budgetary grants
Budgetary grants are grants set out in Appendix C to the municipal budget. The local authority must make plans to award such grants public. This gives other organisations a fair chance to make themselves eligible as well. Intentions to award budgetary grants can be found on Overheid.nl (opens in new tab).
