What can you get a grant for?

  • facade insulation;
  • cavity wall insulation;
  • roof, attic or loft insulation;
  • floor or ground insulation;
  • HR++ glass/HR+++ (triple) glass, an insulated frame panel or an insulated door and door frame. Are you buying windows with new frames with HR++ or HR+++ (triple) glass? In that case, you will receive a grant of €300 per m² of glass;
  • energy-efficient ventilation measure (only in combination with another measure).

For this grant, you need an insulation plan. You can obtain a grant for the first 2 insulation measures for the rented property listed in this insulation plan. If funds remain after you have implemented the first 2 measures, you can also apply for a grant for other insulation measures from the insulation plan. Grant conditions

  • The rental property is located in 1 of the following districts:
    • Bilgaard: the postcode starts with 8918.
    • Oud-Oost: the postcode starts with 8921 or 8922.
    • Vrijheidswijk: the postcode starts with 8923.
    • Heechterp and Schieringen: the postcode starts with 8924.
  • The WOZ value of your rented home is € 170,000 or lower (reference date 1-1-2020).  Check the WOZ value of the property on the WOZ-waardeloket website (opens in new tab).
  • If the property is in a row of at least 3 houses, the WOZ value can sometimes be up to €190,000 on reference date 1-1-2020. At least half the houses in the row must have WOZ value of less than € 170,000 (as of 1-1-2020). Houses in the row must also apply for and receive this grant. In that case, contact the local authority about the rules.
  • The rented property’s energy label is C/D/E/F or G. Or the property has no energy label. Does the property have energy label A or B? If so, the property is not eligible for this grant. Check the energy label on the EP-online (opens in new tab) website.
  • You must have the measures carried out according to the mandatory insulation plan.
  • Implement at least 2 measures from the mandatory insulation plan. These should be the 2 measures mentioned first. If funds remain after you have implemented the first 2 measures, you can also apply for a grant for other insulation measures from the insulation plan.
  • You must have a company implement the measures (no DIY). You do not yourself work at this company and/or you are not a (co-)owner of this company.
  • This grant or the Leeuwarden East sustainability pilot grant has not been used before for this property. This applies even if a previous occupant has already used this grant.
  • It must concern a ground-level home. This type of home is built directly on the ground and usually has its own garden or outdoor space. It cannot be an apartment or upstairs flat.
  • You must hand in a filled out and signed minimis declaration together with your application. You can find the former on the website of the Ministry of Social Affairs and Employment (opens in new tab).
  • Where the property concerns a listed building, you must hand in the required environmental permit for implementing this measure or these measures to the listed building.
  • Take pictures while implementing the measures and afterwards. These are necessary for drawing up a new energy label.

Conditions for insulation

We want to protect animals who may live in homes, such as bats. That is why conditions apply for external roof insulation and cavity wall insulation.

  • For ground-level homes (such as single-family homes), an eDNA analysis must be carried out. Costs may be associated with this.
    • If the result of the eDNA analysis is negative, you can apply for a grant for cavity wall insulation. As no traces of bats have been found, the cavity wall can be insulated directly. The costs of the negative test will also be reimbursed.
    • If the result of the eDNA analysis is positive, you will not receive a grant for cavity wall insulation. A positive result means bat DNA has been found, and the cavity wall may therefore not be insulated. The costs of the positive test will not be reimbursed.
  • External roof insulation is only permitted if you have an environment and planning permit. You can apply for an environment and planning permit (opens in new tab) from the Province of Friesland. A flat roof may be insulated even without an environment and planning permit.
  • For homes that are not ground-level homes (such as maisonettes, apartments and flats), an environment and planning permit (opens in new tab)is required.

Home insulation after 1 January 2024

If you insulated your home after 1 January 2024, all or some of the costs may be reimbursed to you. You need an insulation plan for this. Go to the Leeuwarden helpt verduurzamen (opens in new tab) (Leeuwarden helps improve sustainability) website. In the insulation plan, you describe what the situation was like before you began insulating your home.

Amount of the grant

The grant is 50% of the cost you receive a grant for. The maximum amount is €12,000 per property. Once you have applied for the grant, you will receive confirmation that we have received it. We will get back to you within eight weeks.

Insulating measures carried out

Apply for payment of the grant (or part of it) if you have received the invoice. Indicate whether the amount should be transferred to you or to the company. Submit the application immediately when you receive the invoice, so we can transfer the money as soon as possible. That way, the company won’t have to wait for the payment for long.
