New Environment Vision
The world around us is changing. We need new homes, clean energy, space for greenery, a healthy living environment and more. However, space is limited, so not everything is possible. With the new Environment Vision, we are making choices for the future of our municipality. Because Leeuwarden is growing, moving and changing. The Leeuwarden of tomorrow: what do you see?
What is the Environment Vision?
The Environment Vision is the plan for the future for everything you see around you: from living to traffic and from playing to entrepreneurship. The local authority uses the document as an aid in making good choices. After all, what should we do when the number of people who need a home exceeds the number of homes available? What if we need room for clean energy, but we also want more green spaces? In the Environment Vision, we set out how we will use the limited space available in the city, villages and the outlying area. Now and in the future.
Why a new vision?
Our current Environment Vision is several years old. Over time, the environment and our needs change, and new rules are added regularly. We are dealing with major issues such as housing construction, the climate, energy, nature and improving districts and villages.
The old vision is no longer a good match for these developments. That is why we are making a new Environment Vision: a plan for the future that addresses the challenges of today and also gives direction to the choices we will make leading up to 2050.

Invitation to the meeting
Invitation to the Environment Cafe on 17 September
The focus of the third Environment Cafe on Leeuwarden’s new Environment Vision will be on economics and value. Together, we will engage in conversation about broad prosperity. In doing so, we will look beyond just economic growth. Health, welfare, sustainability, facilities and a pleasant living environment are also important for a good future. For both ourselves and future generations. At the meeting, Dr Wouter Marchand from Planbureau Fryslân will talk about broad prosperity in more detail. After that, we will have a conversation about the future of Leeuwarden. Everyone who would like to share their thoughts is welcome.
Date: Thursday 17 September 2026
Time: 7.30 pm to 9.30 pm
Location: District centre Heechterp, Egelantierstraat 5, 8924 EJ Leeuwarden

This is how residents feel about the future
We want more housing, green spaces, sustainable energy and nice places to live. However, space in our city comes at a premium. That is why we are creating a new Environment Vision, setting out how we intend to make use of the available space. For the past 6 months, residents, entrepreneurs and organisations actively contributed their thoughts about the future of the city, villages and neighbourhoods. Read the reports below to find out what the residents of Leeuwarden consider important for their municipality.
Follow-up
The City of Leeuwarden is currently incorporating the results of the participation process into the new Environment Vision. The Environment Vision will be ready in early 2027. There will be room for responses at that time. More information on this will follow.
The planning
- February–May: discussing the Environment Vision.
- June–October: writing and tightening up the Environment Vision.
- Early 2027: publication of the draft Environment Vision with room for responses.
- April/May 2027: adoption of the new Environment Vision by the city council.
