Proposed rental of flexible housing

The municipality of Leeuwarden intends to use 192 flexible homes on the Bradaweg, on the plot known in the cadastral register as the municipality of Leeuwarden, section G, numbers 16490, 18341 and 18342, for the temporary housing of various target groups in the following distribution:

  • 66 units for Ukrainians on the basis of the Regulation for the Reception of Displaced Persons in Ukraine
  • 66 units for permit holders
  • 60 units for emergency seekers

The rental and management of the flexible homes is entrusted to CareX.

Ukrainians and permit holders

Ukrainians are temporarily housed in the flexible housing on the basis of the Regulation for the Reception of Displaced Ukraine in Ukraine as a public task for the municipality. The allocation of flexible housing to this category takes place on the basis of administrative agreements.

Permit holders are temporarily housed in the flexible housing as an interim facility provided as part of the municipality’s task under the Housing Act 2014. The allocation of these homes to this category takes place on the basis of agreements with the Central Agency for the Reception of Asylum Seekers.

Emergency seekers

The municipality of Leeuwarden uses the following criteria for the term emergency seekers for the purpose of allocating 60 units:

  • This concerns family households of at least 2 people;
  • Due to exceptional circumstances, the household is immediately looking for temporary accommodation.
  • The household income is a maximum of 52,671 euros gross;
  • There is a demonstrable urgent housing need;
  • The flex home is rented to a minimum of 2 and a maximum of 4 people.

If at any time homes that are currently available for allocation to Ukrainians and permit holders no longer need to be used for temporary housing for these categories, the municipality can also use them for allocation to urgent seekers.

Allocation to urgent seekers is in principle based on order of entry and availability of a suitable flexible home. In special (emergency) cases, this order may be deviated from on the basis of urgency.

Temporality and circulation

The flexible housing is intended to be used for temporary housing. With the exception of the Ukrainian category, the homes are in principle always rented for a maximum of two years. Tenants are expected to move on to other accommodation within this period.

The flex homes themselves also have a temporary character and have been realized on the basis of a temporary environmental permit. After the permit expires, the flexible housing must be removed.

The allocation of flexible housing to urgent seekers takes place after registration and assessment of whether the criteria for allocation are met.
