Rental of council flex housing
The City of Leeuwarden has built 192 flexible homes on the former Brada site for different target groups: Ukrainian refugees (66 homes), asylum permit holders (66 homes) and emergency asylum seekers (60 homes). The rental and management of the flexible homes is carried out by CareX.
Ukrainians and permit holders
Ukrainians
They are making temporary use of the flex housing, based on the Regulation on the Reception of Displaced Ukrainians under the local authority’s public task.
This allocation is based on administrative agreements.
Permit holders
Permit holders are temporarily housed in the flexible housing as an interim facility provided as part of the municipality’s task under the Housing Act 2014.
The allocation is based on agreements with the Central Agency for the Reception of Asylum Seekers (COA).
Emergency seekers
The housing units for emergency seekers are intended for the target group from the Decree on temporary tenancy agreements for specific groups, Article 1(c) and (f). To be eligible for a housing unit:
- Are you in urgent need of temporary accommodation due to an emergency. This includes separation, a dangerous home situation or the forced sale of the owner-occupied home. You must be able to provide evidence of this situation.
- You are registered with a housing association in Friesland.
- Your gross household income in 2024 does not exceed €47,699 (for a single adult) or €52,671 (for two adults).
- You have no pets.
The flex home is rented to a minimum of 2 and a maximum of 4 people.
If it turns out that the houses are no longer needed to allocate to Ukrainians and permit holders, the local authority may choose to allocate the houses to emergency seekers.
Information about the allocation
- The allocation of flexible housing to Ukrainians and permit holders takes place on the basis of the applicable regulations.
- Flex homes are allocated to emergency seekers in order of arrival and availability of a suitable flex home. There is also an assessment of whether you meet the criteria. Exceptions can be made in emergency cases (urgency).
Temporary housing and transit
The flexible housing is used for temporary housing. A temporary environmental permit has been issued for this purpose. Once this planning permission expires, the flex homes will have to be removed.
For Ukrainians, the properties are rented out for up to two years. The intention is for them to move on to other accommodation within this period.
