Grant for home insulation
Do you have an owner-occupied property with a low energy label and a WOZ value up to €350,000? If so, you may be able to receive a grant for insulating your windows, walls, roof and floor. That enables you to make your poorly insulated home more comfortable and energy efficient. Do you have a low income? An additional grant is available from Friese Plus.

What can you get a grant for?
- facade insulation;
- floor insulation;
- ground insulation;
- attic/loft insulation;
- roof insulation from the inside or from a flat roof;
- external roof insulation;
- HR++ glass/HR+++ (triple) glass, an insulated frame panel or an insulated door and door frame. Are you buying windows with new frames with HR++ or HR+++ (triple) glass? In that case, you will receive a grant of €300 per m² of glass;
- a new energy-efficient ventilation measure.
You are already eligible for a grant for one insulation measure. The insulation measures must be carried out after 1 January 2024. The work must be completed by 31 December 2026.
Grant conditions
- You own and live in the home in the City of Leeuwarden.
- Your home has energy label D, E, F or G. If your home does not have an energy label or has the energy label A, B or C, the following applies:
- Your house must have been built before 1993. Houses built in 1993 or later are not eligible for a grant.
- Your home must have at least 2 parts that are poorly insulated, such as the floor, the facade (e.g. cavity wall), the roof, the attic/loft floor, or the windows and doors.
- Your property has a WOZ value of €350,000 or lower (reference date 1 January 2022).
- You can use this grant once per address/household.
Conditions for insulation measures
The insulation measures you carry out or commission must meet a number of conditions. For all measures, the material must be on the notification code list of the Rijksdienst voor Ondernemend Nederland (RVO). Your supplier can help you with this.
There are rules for how much of your home should be insulated. But if they are not possible in your home, you do not have to comply with them.
If you install the insulation yourself, there are no rules on the minimum surface area or insulation value.
Roof or attic or loft floor insulation (with notification code)
- At least 20 square metres of the existing roof will be insulated. Or if the attic or loft is unheated, at least 20 square metres of the area of the existing attic or loft floor will be insulated.
Facade insulation (with notification code)
- At least 10 square metres of the existing area of the interior or exterior wall is insulated.
HR++ glazing/HR++ triple glazing, insulated frame panel or an insulated door (with notification code)
- At least 3 square metres of the existing area will be replaced. A minimum area of 3 square metres applies to monuments.
Floor or ground insulation (with notification code)
- At least 20 square metres of the area of the existing floor or ground will be insulated.
Additional conditions for external roof insulation and cavity wall insulation
We want to protect animals who may live in homes, such as bats. That is why additional conditions apply for external roof insulation and cavity wall insulation.
- For ground-level homes (such as single-family homes), an eDNA analysis must be carried out. Costs may be associated with this.
- If the result of the eDNA analysis is negative, you can apply for a grant for cavity wall insulation. As no traces of bats have been found, the cavity wall can be insulated directly. The costs of the negative test will also be reimbursed.
- If the result of the eDNA analysis is positive, you will not receive a grant for cavity wall insulation. A positive result means bat DNA has been found, and the cavity wall may therefore not be insulated. The costs of the positive test will not be reimbursed.
- External roof insulation is only permitted if you have an environment and planning permit. You can apply for an environment and planning permit (opens in new tab) from the Province of Friesland. A flat roof may be insulated even without an environment and planning permit.
- For homes that are not ground-level homes (such as maisonettes, apartments and flats), an environment and planning permit (opens in new tab) is required.

Amount of the grant
You can apply for a maximum grant of €2,150. For a listed building, this is a maximum of €2,500.
Do the measures implemented cost less than this amount? Then you can apply for a maximum of the total amount of the measures. If you use bio-based insulation material, you can increase the grant by 10 per cent to a maximum of €200. This applies to normal and listed houses. The maximum grant for this is €10,533,292. Once you have applied for the grant, you will receive confirmation that we have received it. We will get back to you within eight weeks.

- Grant under Friese Plus by the Province of Friesland
Low-income residents can apply to the Province of Friesland for extra money to insulate their homes. This extra money is called ‘Friese Plus’. This grant is only available if you have also received the local authority home insulation grant. The grant is for the same measures and is in addition to the local authority grant if the cost of the measures is higher. You can receive a maximum of €2.500 per home. The Friese Plus is not for people who do the work themselves. Duurzaam Bouwloket administers this Friese Plus grant on behalf of the Province of Friesland. This Grant for energy-saving housing measures is subject to the additional condition that you have a low gross income (not exceeding €48,625 a year). You may be able to take advantage of both grants, enabling you to make your home even more sustainable. What is a low income under the Friese Plus?
- For a single person: less than €25,350 a year, gross (income in 2023).
- For a married/cohabiting couple: together less than €35,908 per year, gross (income in 2023).
How do you apply for Friese Plus?
- First apply for the ‘Insulation of your own home’ grant from the local authority.
- The Friese Plus is for the same insulation measures for which you received the ‘Insulation of your own home’ grant. You cannot later apply for the Friese Plus for other measures.
- You can additionally apply for the Friese Plus if you spend more than €2,150 on insulation.

Insulating measures carried out
Apply for payment of the grant (or part of it) if you have received the invoice. Indicate whether the amount should be transferred to you or to the company. Submit the application immediately when you receive the invoice, so we can transfer the money as soon as possible. That way, the company won’t have to wait for the payment for long.
Did you make the home more sustainable yourself? Then also attach the invoice (receipt) or contract for the materials purchased. This contains your name, address and place of residence.
