What can you get a grant for?

  • Facade insulation
  • Floor insulation
  • Ground insulation
  • Attic/loft insulation
  • Roof insulation from the inside or from a flat roof
  • External roof insulation
  • Cavity wall insulation
  • HR++ glass/HR++ triple glass, insulated frame panel or an insulated door and door frame. No grants are available for new (plastic) window frames. If you are buying new glass and new window frames, we will need an offer in which the costs for only the glass are stated separately.
  • Replacement of an old boiler at least 15 years old with a new boiler with at least energy label A for appliances, suitable in combination with a hybrid heat pump.

Conditions

  • You own and live in the home in the City of Leeuwarden.
  • Your home has energy label D, E, F or G. If your home does not have an energy label or has the energy label A, B or C, the following applies. Your home must have at least 2 parts that are poorly insulated, such as the floor, the facade (e.g. cavity wall), the roof, the attic/loft floor, or the windows and doors.
  • Your property has a WOZ value of €268,000 or lower (reference date 1 January 2022).
  • Your household income does not exceed €48,625 gross per year.
  • You can use this grant once per address/household.
  • The insulation measures must be carried out after 14 January 2023. The work must be completed by 31 December 2027.

Conditions for insulation measures

Conditions for external roof insulation and cavity wall insulation

We want to protect animals who may live in homes, such as bats. That is why additional conditions apply for external roof insulation and cavity wall insulation.

  • For cavity wall insulation in ground-level homes (such as single-family homes), an eDNA analysis must be carried out. Costs may be associated with this.
    • If the result of the eDNA analysis is negative, you can apply for a grant for cavity wall insulation. As no traces of bats have been found, the cavity wall can be insulated directly. The costs of the negative test will also be reimbursed.
    • If the result of the eDNA analysis is positive, you will not receive a grant for cavity wall insulation. A positive result means bat DNA has been found, and the cavity wall may therefore not be insulated. The costs of the negative test will not be reimbursed.
  • External roof insulation is only permitted if you have an environment and planning permit. You can apply for an environment and planning permit from the Province of Friesland. A flat roof may be insulated even without an environment and planning permit.
  • For homes that are not ground-level homes (such as maisonettes, apartments and flats), an environment and planning permit is required.

What do you need for the application?

Hand in the following documents with your application:

  • A quote with your name, address and place of residence on it.
  • A description of every energy-saving measure or home improvement that is being done. Also state the name of the (insulation) material used.

Are you going to make the house more sustainable yourself?

  • A plan containing the work to be carried out.
  • An overview of the expected costs.
  • A schedule of the work that must also be feasible.
  • In the event of a boiler replacement: Proof that the old boiler is 15 years or older. You can prove this with an invoice or a photo of the type number.
  • You can only receive a grant for the costs of the materials, not for your own hours.

Amount of the grant

You can apply for a maximum grant of €2,500. If the measures together cost you less than €2,500? Then you can apply for a maximum of the total amount of the measures. The maximum grant for this is €2,750. Once you have applied for the grant, you will receive confirmation that we have received it. We will get back to you within eight weeks.

Energy-saving measures carried out

You must submit a request for confirmation. You do this by returning the claim form that you received with the decision on your application. You also add the invoices and/or proof of payment to this claim form.

 

In the case of a do-it-yourself initiative and you have made the home more sustainable yourself, please add to this declaration form:

  • A before and after photo of the completed energy-saving housing measures. This photo shows the date the photo was taken.
  • An invoice (receipt) or agreement of the purchased materials with your name, address and place of residence on it.

Are you unwilling or unable to apply online?

Download the Application form grant scheme for energy-saving housing measures and fill it in. Send the form to the City of Leeuwarden. You can also hand it in at the Town Hall.

More grants

We have another grant scheme for insulating your home: go to the home insulation grant page. The same conditions apply to the energy label. For this grant, your home’s WOZ value cannot be more than €350,000. There is no income requirement. You may be able to take advantage of both grants, enabling you to do even more to your home.

The central government also has a home insulation grant: the ISDE grant

The ISDE grant is available for insulating homes. The ISDE grant can be combined with municipal or provincial grants.
