Before applying for a grant, you require an opinion. This opinion must be drawn up by an professional expert. You should preferably choose an advisor recognised by FedEC. The advisor must be independent and consider more than just 1 solution. The advisor may not also be the party supplying the systems you later buy. This opinion must discuss whether technical solutions to reduce the pressure on the power grid are possible. Examples include load shifting and peak shaving. The opinion can also show how you could expand your business activities with your current power connection.

Other grants

There are also other grants for having an advisory report created. You can use this report to subsequently apply for this grant as well.
For example, you can apply for the following grants for an advisory report:

  • Friesland advice voucher scheme 2025–2027
    You can apply for this scheme via the Province of Friesland to have an opinion drawn up regarding the possibilities for a technical system or solution in your company. You can find more information on the website of SNN (opens in new tab).
  • Flexible power consumption (Flex-e) grant scheme
    This grant from the central government (opens in new tab) is intended for companies with high power consumption. They can make their power consumption more flexible and in doing so reduce the problems related to power grid congestion. You can also receive a grant for an energy scan or a feasibility study.

You cannot apply for multiple grants for a single activity. You can, however, apply for a grant for an opinion from 1 of the above grant schemes and subsequently apply for a grant from this scheme for the recommended investment or technical solution. What do you need for the application?

You must include the following attachments with your application:

  • offer(s) for the activities for which a grant is applied for;
  • an advisory report from an independent expert demonstrating the effectiveness of the activity;
  • an extract from the trade register of the Chamber of Commerce;
  • you must be able to demonstrate that the limit for financial support from the government will not be exceeded with this grant, using a completed de minimis declaration (opens in new tab).

 

When would this grant be useful for you

You want to expand your company or make it more sustainable. However, your power connection has insufficient capacity. A technical solution will still allow you to continue to grow within your current connection.

What can you get a grant for?

  • You can receive a grant to have a professional party install 1 or more permanent technical systems on your business premises, with said party being able to demonstrate that these systems will contribute to:
    • an expected increase in power consumption without changing the power connection; and/or
    • the local demand for energy being reduced; and/or
    • improved power consumption from the grid’s perspective (for example, through load shifting or peak shaving).
  • This system can be an energy management system, an energy storage system, a heat or other buffer or some other hardware or software-based system.
  • A grant can also (in part) be granted to have an advisory report for an investment drawn up, as described above.

Conditions

  • Before applying for a grant, you must have an independent expert draw up an advisory report. This report must set out whether technical systems are possible and would help reduce power grid congestion. Is this the case? Then you can receive a grant for the purchase and installation of these systems. The report must in any case include:
  1. an analysis of your current power consumption, based on measurements or data;
  2. an estimate of how expanding your activities would change your energy consumption;
  3. an advice on which technical solutions would be possible to reduce power grid congestion.
  • Have you been awarded a grant for a technical system? This must continue to work well for at least 5 years, without adding to the stress on the power grid.
  • You must carry out the activities within 12 months.
  • You have a company that aims to make a profit, is registered with the Chamber of Commerce and has its registered office in Leeuwarden.
  • Applications are considered in order of receipt.

Amount of the grant

You can receive a grant for 30% of the costs. You can receive a grant for 50% of the costs for having the advisory report drawn up, up to a maximum of €2,500. The total grant will never be more than €25,000. The total amount available for this grant scheme is €350,000.

Would you like to know the chances that your grant application and solution will be successful? Or do you have questions that you would like to discuss with a technical specialist? In that case, you can participate in an intake interview. Together with an expert from the City of Leeuwarden, you will look at whether an activity eligible for a grant is feasible for your company. This can happen either on site or by telephone. The intake does not involve any costs for the entrepreneur, except for the time investment.
