Encroachment licence fee
You must pay a tax for placing an object under, on or above public municipal land and/or water, and you need a permit to do so. For example, a pavement cafe, berth for a vessel, container for construction waste and demolition waste, or holding events. This is called the encroachment licence fee. The person using the public municipal land and/or water must pay this fee.
Pavement cafe
As an entrepreneur, you must pay an encroachment licence fee for having a pavement cafe on municipal land.
Docking place vessel
You must pay an encroachment licence fee for taking up a docking place in municipal waters.

How to pay the encroachment licence fee?
You can pay the encroachment licence fee assessment in 3 different ways:
- You authorise the local authority with a direct debit mandate. This only applies to the encroachment licence fee for pavement cafes and docking places. Direct debit is not possible for other encroachment licence fees.
- You can apply for a payment arrangement.
- You transfer the amount of the assessment to us yourself. You need the following details:
- Account number: NL10BNGH0285100343.
- In the name of: City of Leeuwarden.
- Description: tax assessment number and subject number.
