Download and completePublic Space Permit Application form (PDF, 151.62 KB). Send the form to the City of Leeuwarden. You can also hand it in at the Town Hall.

When do you need a permit?

If you are carrying out work while occupying a parking space. Even if it is only for 1 day.

Are you organising an event?

For example, for a party or fair? Apply for an event permit. You do not need a separate permit to use public space.

When do you not need a permit?

You do not need a permit if you place an object or carry out work on:

  • A road that is not a main road. The map Main and access roads shows what the main roads are. You will only be granted a permit exemption if you also meet the following conditions:
    • You place the object or work at least 150 metres from a junction with traffic lights.
    • Work is carried out in accordance with Crow 96b. This means that cordoning material complies with the standard RAW Provisions 2015 and the Work in Progress regulations from this standard. Information on these regulations can be found on the CROW website.
    • A minimum passage of 4 metres remains. This does not include any bicycle lanes.
    • Placement is carried out outside peak hours. Peak hours are Monday to Friday from 7 am to 9 am and 4 pm to 6 pm.
    • If there is a right of way and there are bicycle lanes, provide a protected bicycle route to the side of the placed object or works.
  • On moped paths and cycle paths if you meet the following conditions:
    • Cycling traffic can pass by.
    • Work is carried out in accordance with Crow 96b. This means that cordoning material complies with the standard RAW Provisions 2015 and the Work in Progress regulations from this standard. Information on these regulations can be found on the CROW website.
    • Placement is carried out outside peak hours. Peak hours are Monday to Friday from 7 am to 9 am and 4 pm to 6 pm.
  • On a pavement if you meet the following conditions:
    • Work is carried out in accordance with Crow 96b. This means that cordoning material complies with the standard RAW Provisions 2015 and the Work in Progress regulations from this standard. Information on these regulations can be found on the CROW website.
    • A minimum passage of 1 metre remains. Or it is a pavement that is neither in the city centre within the city canals nor next to a main or access road. The map Main and access roads shows what the main and access roads are.

Installing up a display, pavement sign or billboard

A display for a shop consists of goods belonging to the shop’s range of goods. You can also place a loose advertising sign or offer board or flower boxes and benches in front of your shop. The benches should not form a terrace.

You do not need a permit if you meet the following conditions

  • You may only place the display or sign in front of the business, against the facade, with a maximum depth of 1 metre.
  • The display is no wider than the facade.
  • The maximum height of the display or sign is 1.80 metres. Beach flags may not exceed 2.45 metres.
  • A free passage for traffic of at least 3.50 metres remains.
  • A free passage of at least 1.5 metres remains on the pavement.

Do you not meet these conditions?

In that case, you are not allowed to place a display, pavement sign or billboard in front of your shop.

Charges

  • A charge of € 80.39 is made to process an application.
  • Precariobelasting (municipal levy on encroachments) is payable for the use of public space. For example, the amount of the municipal levy on encroachments depends on the size of the object you place. This is also affected by how long you use the public space.
