What is the reason for this plan?

As the city is growing in the south, De Schrans is seeing more and more cyclists. At the same time, there is considerable unnecessary car traffic. This could result in more crowded roads and dangerous situations at crossroads and railway crossings. Pavements are also growing more crowded because of the bicycles parked there, leaving less room for pedestrians. The local authority aims to make De Schrans safer, calmer and more pleasant. We are looking for ways to better organise traffic, with more room for cyclists and pedestrians and less car traffic coming through.

This approach is in line with the Mobility Policy Framework 2040, which was approved by the city council in 2024. Residents of Leeuwarden have had the opportunity to contribute their ideas through questionnaires and meetings. De Schrans, Sixmaplein, the railway crossing and the railway station area are important elements in this plan.

First a future plan, with no implementation yet

Before taking any decisions, we will first draw up a future plan. We call this a development programme. This plan will help improve the area one step at a time. We will look into what already works well and what could be improved, together with residents, entrepreneurs and other parties. For example, we will look at traffic, greenery, living, working and how people travel through this area. The development programme is not yet a plan for implementation. It shows the direction we want to take in the future. The ideas and choices we decide on now will later be elaborated in real plans and projects.

Participating

There are several ways to contribute to the future plan. Several opportunities have already passed. There will be another meeting at a later date.

  • Questionnaire (completed)
    • People could use a questionnaire to indicate what they like about Schrans and Sixmaplein – and what could be improved. More than 500 people completed the questionnaire. We will use the results as a basis for the development programme.
  • Working group
    • People could also use the questionnaire to apply for the working group. There were over 100 applications. A group of around 35 people was selected from among the applicants: residents, entrepreneurs and visitors of several ages. This working group will work on the development programme together with the local authority and the agency. They have already come together twice.
  • Walk-in meeting
    • There was a walk-in meeting on Monday evening, 10 November 2025. Visitors could visit the information market and had the opportunity to engage in discussions about traffic, public spaces, functions and atmosphere at themed tables. Another meeting will be organised in the spring or summer of 2026. At this meeting, the draft development programme will be presented and everyone will have the opportunity to respond to it.

Preliminary planning schedule

  • Autumn 2025: start of the project and cooperation on the development programme with the surrounding area and an external agency (future plan without implementation plan).
  • Autumn 2025–spring 2026: working on the draft development programme (with input from the working group).
  • Spring/summer 2026: draft plan available for inspection; anyone can respond.
  • Autumn 2026: decision-making by the City Executive and the municipal council.

Following the decision, it will be considered which components should be investigated further. A subsequent important step will be the investigation into Zuiderplein and the connection with De Schrans and Sixmaplein. Only after that will it be decided whether and how the plans will be carried out.
