What is the reason for this plan?

As the city is growing in the south, De Schrans is seeing more and more cyclists. At the same time, there is considerable unnecessary car traffic. This could result in more crowded roads and dangerous situations at crossroads and railway crossings. Pavements are also growing more crowded because of the bicycles parked there, leaving less room for pedestrians. The local authority aims to make De Schrans safer, calmer and more pleasant. We are looking for ways to better organise traffic, with more room for cyclists and pedestrians and less car traffic coming through.

This approach is in line with the Mobility Policy Framework 2040, which was approved by the city council in 2024. Residents of Leeuwarden have had the opportunity to contribute their ideas through questionnaires and meetings. De Schrans, Sixmaplein, the railway crossing and the railway station area are important elements in this plan.

First a future plan, with no implementation yet

Before taking any decisions, we will first draw up a future plan. We call this a development programme. This plan will help improve the area one step at a time. For Schrans and Sixmaplein, we will first draw up a study of alternatives for the development programme. We will look into what already works well and what could be improved, together with residents, entrepreneurs and other parties. For example, we will look at traffic, greenery, living, working and how people travel through this area. The development programme is not yet a plan for implementation. It shows the direction we want to take in the future. The ideas and choices we decide on now will later be elaborated in real plans and projects.

What has already happened

There are several ways to contribute to the future plan. Several opportunities have already passed. There will be another meeting at a later date.

  • First online questionnaire (completed)
    • People could use a questionnaire to indicate what they like about Schrans and Sixmaplein – and what could be improved. More than 500 people completed the questionnaire. We will use the results as a basis for the development programme.
  • Working group (completed)
    • People could also use the questionnaire to apply for the working group. There were over 100 applications. A group of around 35 people was selected from among the applicants: residents, entrepreneurs and visitors of several ages. This working group will work on the development programme together with the local authority and the agency. It has already come together 3 times.
  • Walk-in meetings (completed)
    • Walk-in meetings were held on Monday evening 10 November 2025 and Tuesday evening 14 April 2026. At the first walk-in meeting, visitors could go to the information market and had the opportunity to engage in discussions about traffic, public spaces, functions and atmosphere at themed tables. At the second walk-in meeting, people could view the results of the investigations and respond to the elaborated scenarios.
    • Second online questionnaire (completed)
      At the second walk-in meeting, everyone was given the opportunity to respond to the Schrans Sixmaplein Development Programme Study of Alternatives. The questionnaire was completed by 155 people. Combined with the responses during the meeting, this resulted in valuable points for attention. Many participants would like Schrans to be safer, greener and more pleasant for cyclists and pedestrians. They also requested attention for, among others, safe crossings, accessibility for entrepreneurs and the bus, parking, loading and unloading, preventing cut-through traffic and a safe and lively Sixmaplein. We will take these responses into consideration in further elaborating this.

Next steps

After the summer, we will make the Schrans Sixmaplein Development Programme Study of Alternatives available for inspection. From that moment on, anyone will be able to view the documents and submit a response.

The Municipal Executive will subsequently review all responses submitted. The answers will be made available in an opinion report. The city council will also be able to share its opinion on the Schrans Sixmaplein Development Programme Study of Alternatives. The council will subsequently adopt the Study of Alternatives, with adjustments where necessary.

Following the study of alternatives, we will continue to work on our plans for the entire area, one step at a time. Not all parts have made the same amount of progress. The approach will therefore differ depending on the location. For Stationsweg, Zuiderplein, Eenhoorn and Hoekemastraat, we will elaborate the plans towards a concrete design. For Schrans and Sixmaplein, we will create a further elaboration of the development programme and an urban development plan. In this way, we will move towards implementation of the plans, one step at a time.
