Grant for structural strengthening and revitalisation Noardwest-Fryslân

The Vitaliseringsfonds was conceived within this Regio Deal. The Vitaliseringsfonds (‘revitalisation fund’) has €7,419,980 available for projects in line with these goals. The grant for the structural strengthening and vitalisation Noardwest-Fryslân was devised to implement the Vitaliseringsfonds.

The purpose of the Noardwest-Fryslân Structural Strengthening and revitalisation grant is to enable projects that strengthen the livability in the Noardwest-Fryslân region. They contribute to one or more of the following themes:

• Housing: improving housing and living conditions, for example by providing homes for every stage of life that are affordable for all, making them more sustainable and making good use of existing built-up areas.
• Welfare/health and care: creating healthy housing and living environments suitable for all and innovative care provision, especially for the elderly and residents who need care.
• Education: providing good opportunities for children and young people to develop well.

• The following parties can apply:
  • Private limited companies (BV’s)
  • Public limited companies (NV’s)
  • General partnerships (VOF’s)
  • Foundations
  • Associations
  • Local authorities
• If you want to apply as a BV, NV or VOF, you are required to cooperate with four other parties, which do not belong to the same company.
• The grant that can be received is up to 65% of the eligible costs of the project.
• The minimum application amount is €162,500. This means that the minimum total cost of the project is €250,000.
• The maximum application amount is €750,000.

The Vitaliseringsfonds Advisory Committee reviews applications that have been submitted completely before the end of the application round. More information on the application rounds can be found under the heading ‘3 application rounds’ on this page. This committee includes five residents from the region and a secretary from the local authority. They provide advice to the Regio Deal management board. The local authority will explain why you will or will not receive a grant for your idea.

Conditions

Grant applications will be assessed on the following conditions:

• The idea must fit the themes and goals of the Regio Deal
• The idea helps to improve the liveability of Noardwest-Fryslân and/or applies to several local authorities
• The idea creates a long-lasting change in the region and various parties work together
• The idea is new or not tried before

Applications are turned down if:

• The idea is not allowed based on local government policy
• One of the rules in Article 9 of the Grant Scheme for Structural Reinforcement and Vitalisation Noardwest-Fryslân applies
• One of the rules of Article 13 of the General Subsidy Ordinance City of Leeuwarden 2025 applies.

The available amount will be divided over three periods:

1. Grant period 1: from 1 August 2025 to 3 October 2025. The total grant amount for the grant period 1 is €3,000,000.
2. Grant period 2: from 1 December 2025 to 23 January 2026. The total grant amount for the grant period 2 is €2,350,000.
3. Grant period 3: from 1 October 2026 to 20 November 2026. The total grant amount for the grant period 3 is €2,069,980.
