Public Administration (Probity Screening) Act (Wet Bibob)
The Wet Bibob ensures that the local authority does not facilitate criminal activity or money laundering. This is why Bibob investigations are sometimes carried out. This is done for activities where there is a higher risk of crime. During the investigation, the local authority checks whether a person can be trusted and is not participating in criminal activities.
The Bibob questionnaire won’t open
You will need Adobe Acrobat Reader to complete the Bibob questionnaire. If you are unable to open the questionnaire, it is likely this program is not installed on your device. When is a Bibob investigation carried out?
The local authority can only conduct a Bibob investigation for the following activities:
- Activities requiring a permit/exemption.
- Activities for which a grant is applied for.
- Government contracts (public procurement).
- Real estate transactions, such as buying or selling buildings or land from the local authority.
Fill in the Wet Bibob questionnaire form
The Bibob investigation starts by having the Bibob questionnaire completed. If a Bibob investigation is required, you will receive this form with your application form or soon afterwards. This automatically follows from the terms and conditions In the case of government contracts and buying or selling buildings or land. Send the form to the City of Leeuwarden. You can also hand it in at the Town Hall.
What is done with the Bibob Act questionnaire?
Based on the information you enter in the questionnaire, the local authority will conduct an integrity inquiry into your company and the people associated with it. Has that investigation revealed that you might use the licence, grant or contract for criminal activities? If so, additional conditions may apply or the licence, grant or contract may be refused.
Requesting advice
We can also obtain advice from the National Bibob Office. That means you will have to wait 8 to 12 weeks longer for a decision.
Are there no doubts about the integrity of the entrepreneur or other people associated with the company? If so, the licence, grant or contract can be granted or continued.
