Leeuwarden Oost development programme

The City of Leeuwarden has drawn up a development programme to improve Leeuwarden Oost. On 9 December 2025, the Municipal Executive adopted the Leeuwarden Oost development programme. On 8 October 2025, the city council adopted the Leeuwarden Oost development programme environment vision 2 addendum (this is a supplement to the current environment vision).

What is a development programme?

A development programme is a plan for an area. It shows what improvements can be made, such as more greenery and better cycling and walking routes. It is not a final plan, but an idea that the local authority and other organisations, such as housing associations, want to work on. It was made with the help of local residents. The programme is for the next 20 years and focuses on housing, water, greenery, traffic and meeting places.

Which districts is the plan for?

The plan is for the districts:

  • Oud-Oost
  • Bilgaard
  • Vrijheidswijk
  • Heechterp-Schieringen
  • Camminghaburen. This also includes the area around Kalverdijkje.

What does the development programme cover?

The development programme consists of 3 parts:

  1. Area analysis.
  2. A vision entitled ‘Stad van Nabijheid’. This sets out what is important for Leeuwarden Oost.
  3. Plans for implementation.

What does the Leeuwarden Oost addendum contain?

The addendum completes the outline of the environment vision based on the development programme. Seven subjects are being worked on:

  1. Good quality of life
  2. City park Kalverdijkje
  3. Connecting green
  4. Resilience facilities
  5. Patiently working on the basics
  6. Opportunities for mixed use and densification
  7. Places and priorities
