European Social Fund (ESF+ 2021-2027) subsidy
Under the European Social Fund (ESF) grant, the City of Leeuwarden has a subsidy to provide equal opportunities for residents. Residents struggling to find work and participate in society will get support and training under this subsidy. There are also opportunities for pupils in Secondary Special Education (VSO) and vocational education (PRO).
European subsidy to help people find work
The City of Leeuwarden wants everyone to have the opportunity to find work. With the ‘ESF Active Inclusion’ subsidy, the local authority can help more people to find jobs. More reintegration programs can also be offered. This is assistance for people who have been ill. They are helped to get back to work. The subsidy specifically targets:
- People receiving benefits.
- Young adults under the age of 28.
- People who do not receive benefits but are unemployed or looking for work.
- People with a long-term illness, condition or disability.
- Refugees with residence status or with temporary protection.

With extra guidance and activities, the ‘ESF Social Inclusion’ subsidy helps these people participate in society. The subsidy specifically targets:

The local authorities of Leeuwarden, Groningen, Emmen and the province of Drenthe have applied for European funding to address staffing problems in the Construction, Engineering, Transport and Healthcare sectors.
Changes
Changes such as the energy transition, construction mandate, digitalisation and migration mean that companies need employees with the appropriate knowledge and skills. With this grant, employees can get ready for the future, and people who are struggling to find work can get extra help. The subsidy specifically targets:
- People who receive or have had benefits in the past 3 years.
- People who do not receive benefits but are unemployed or looking for work.
- People with a long-term illness, condition or disability.
- People with a low level of education.
- Low-income workers.
- Refugees with residence status.
