What is land policy?

Land policy refers to the local authority’s plans for land use. These plans could involve houses, companies or sustainable energy. The supplement to the Environment Vision and the Land Policy Programme set out how the local authority approaches this. These documents set out which rules and agreements apply when purchasing, selling and using land, and how the costs are divided. This is how the local authority ensures enough land is available for new plans in good time.

Renewed land policy

The land policy is being renewed. We want to improve the quality of life and further develop Leeuwarden. Sustainability, the energy transition, residential construction, and social and economic issues are important themes. This way, Leeuwarden will remain the vibrant heart of Friesland. Land policy can help with this.

Customised rules and agreements

Back in the day, the local authority would usually choose a single way to deal with the land. Now, the local authority considers each situation separately to see what would work best. In some cases, the local authority may sell or purchase the land itself. In other cases, this may not be possible, for instance because the land belongs to another party. In these cases, the local authority can only determine what the land may be used for.

The local authority has different means to achieve this, such as concluding contracts with other parties or purchasing the land. We call these the land policy tools. For each situation, the local authority determines what would work best. In doing so, the local authority ensures enough land remains for new plans and that the risks remain small.

New choices and tools

The local authority wants to work flexibly and chooses the most suitable options. We use different methods to achieve our goals:

  • Strategic acquisition fund: The local authority can use this to purchase land when necessary.
  • Cost recovery above the district level: This is how we fairly distribute the costs across different projects.
  • Social housing equalisation fund: This fund stimulates the construction of social housing.
