Notification of free or budget marriage or registered partnership
If you opt for a free or budget marriage or registered partnership, you can submit a digital notification for this yourself. To do so, you will both need to log in (using DigiD).
You must let us know the following:
- the wedding date;
- whether you want a free or budget marriage or registered partnership;
- who the witnesses will be.
Once you have done this, conclude the notification through payment using iDEAL (only applicable for budget marriages).
What do you need?
You must submit the documents below with the application. Make sure you have digital versions of these documents at hand before you start filling out the form.
- a copy of proof of identity of you and your partner;
- a copy of proof of identity of all witnesses.

- Submitting a notification of free or budget registered partnership
Available times
Keep in mind that there might not be any options in the short term. Free marriages in particular are subject to a waiting period.
- The available times for a budget ceremony are: Monday, Tuesday or Thursday from 10am to 11am.
- The available times for a free ceremony are: Monday at 9am, 9.15am or 9.30am.
Confirmation
The time and date will only become final once we have checked them and you have received a letter of confirmation.
Changing the date costs money
If you decide later that you want to change the date, you will have to pay a fee.
Witnesses
You must register a minimum of 2 and a maximum of 4 witnesses. A witness must be aged 18 or above. A witness need not be a Dutch national. If you do not have any witnesses, it is also possible to request 2 witnesses from the local authority. You will need to pay a fee for this.
Your parents’ details
To submit a notification, your parents’ details must be known to the City of Leeuwarden. If you were born abroad, these details may not have been registered. You can check this via the Mijnoverheid website.
