Do you already have an alcohol licence or operating licence? If so, you can have a new manager added to the licence.

Conditions for a (new) manager for an operating licence
- At least 18 years of age (21 for cannabis cafes).
- No social misconduct. For example, a prison sentence and/or fine.
- Not under administration.

- At least 21 years old.
- No social misconduct. For example, a prison sentence and/or fine.

- Enrolled in the online Register of Social Hygiene. For more information go to the Register of Social Hygiene.
Notification of permit amendment
Do you already have an alcohol licence or operating licence? If so, a notification is required when making an existing space or terrace larger or smaller that is stated on your licence. A notification is also required for a new space or terrace. You can submit an application to change the licences online.

Reporting gatherings of a personal nature
As a paracommercial catering establishment, you can organise a private gathering where alcohol is served a maximum of four times a year. For example, a wedding, party, reception, anniversary, birthday or condolence gathering. These gatherings are not included in the normal activities of your catering business.

Is your pavement cafe on municipal land?
The City of Leeuwarden requires operators of hotels, restaurants and pubs to pay a fee if they operate a pavement cafe on municipal land. This is called the encroachment licence fee. There are two zones.

Zone 1 €46.50 per m2 per year.
- around Wilhelminaplein (Zaailand), Hofplein, Tweebaksmarkt and Stationsplein;
- includes the main shopping and restaurant streets, such as Nieuwestad and Eewal;
- also includes the smaller alleyways and squares in the city centre;
- specifically covers the following streets and squares: Hofplein, Eewal (partially), Nieuwestad, Naauw, Kelders, Over De Kelders, De Brol, Groentemarkt, Peperstraat, Oude Lombardsteeg, Hoedenmakerssteeg, Oude Doelensteeg, Ipe Brouwerssteeg, Haniasteeg, Wolvesteeg, Molensteeg, Groot Schavernek, Ruiterskwartier, Zaailand, Wilhelminaplein, Druifstreek, Tweebaksmarkt, Stationsplein and Stationsweg.

This covers all other streets in the city centre of Leeuwarden and the City of Leeuwarden.
